The Peninsula has a nice article today on views of the sponsorship & exit laws among businesspeople in Qatar: Exit permit stirs fiery debate in business circles.
Nasser Sulaiman Hyder feels the sponsorship system is akin to slavery and if it is altered giving the freedom to a foreign worker to change jobs, it would stabilise the labour situation in the country and help those companies which suffer from lack of good professionals and skilled manpower.

He finds it difficult to digest why a company cannot allow a good worker or a professional, an engineer, for instance, to join another company if he has served it sincerely during the contractual period.

The company should either raise the salary of the worker or he should have the right to take up another job once his contractual period has ended. How can a company force a worker to continue working with it or if he wants to take up another job, why he has to leave the country for good, wonders Hyder.

It's nice to hear that not all businesspeople want to keep the laws that give them undue power over their employees.

I'd definitley describe my experience with the Qatari labor laws/employment as Tyrranical, and I'm American!

I would have *loved to have stayed in Qatar....but even if I wanted a job, I couldn't have stayed! I would have had to have stayed out of the country for 2 years minimum before I would have been allowed to get rehired, per my contract with Shafallah Center. Shafallah has it's own tyrranical problems as well - mainly an embezelling accountant that "skims" benefits from ALL employees....
I couldn't fight him though, because the Qatari sheikh in charge of Shafallah loves him and apparenlty thinks this guy can do no wrong...an impossible situation.

NOC Issue

Dear Sir or Madam,

Our company Marblo Qatar is facing financial problem, it is a marble and granite Co. For workers working @ site they were not paid 4 months of their salary likewise the office staff which is 3 months as of this time. We can't hold it anymore. It is very depressing and frustrating situation for all of us here who have small salary and expat of this country, and the fact that our family in the Philippines are also suffering with this kind of situation. Our family is our main reason why we are ALL here. We don't want to go back in our country yet we rather stay and work here for financial reason (greener pasture).

My question can we get a NO Objection Letter (NOC), so that we can find another job here in Qatar. The owner of the Co., has no Qatari Sponsor. Worker at site are filing cases againts the company and it is now on going (Labor office and Court).

Please give us advise on this situation of how can we get NOC.

Your advise is highly appreciated and we hope to hear from you at the soonest possible time.

P.S. As of this moment, our workers are not working anymore. Thanks to some private organizations who keep on sending donations to them. This helps them continue their battle in court against our office, MARBLO Qatar.

I am very sorry that I don't know how to help. I don't know how you can go about getting a No-Objection letter.

If you haven't talked to the NHRC, that'd be a good place to start. They can advise you of your rights.
