I don't know what the law in Qatar is, but illegal isn't always the same as unavailable.
I was wondering if she might have been a foreigner. I'm not sure if the following sentence makes that more or less likely.

"The report said the husband had behaved “like a mad man and left the country” on coming to know that his first child was a daughter."

Also said something about the wife's brother thinking of suing the husband--for causing an abortion. Does that imply that abortion is illegal in Qatar after all?

Do you think it's too late to abort the husband? That would seem like the cleanest solution.

Under the 1975 penal code, the mother and doctor are both punishable if an abortion is performed for any reason other than saving the life of the mother. However, a 1983 law says instead that first-trimester abortions are legal "if the continuation of the pregnancy would cause certain and serious harm to the mother’s health" (interpreted to mean mental health as well as physical) or "if there is evidence that the conceptus would be born suffering from serious and incurable physical malformations or mental deficiency, and both spouses consent to abortion." (reference) So I don't know how the husband's role would fit, legally speaking.
