Hotel silliness

This is the kind of planning Qatar does that I just don't understand:
30,000 five-star rooms to be available by ’06.
I know the Asian Games are coming up... I know Qatar wants to expand its tourism industry... but 30,000 five-star hotel rooms? That's ten times what we have now, and let me tell you Doha is replete with fancy hotels.
What happens to the economy when all this infrastructure is built and there aren't 30,000 tourists in Doha every night?

The related issue, of course, is the building of THE WORLD'S LARGEST AIRPORT right here in Doha. By 2015 they want the infrastructure to support 60 million passengers flying through Doha every year. The plan is to be the regional airport hub, which of course doesn't explain why Dubai is ALSO planning a 60-million passenger airport by 2015. At least one of these plans is just NOT going to work.
