Yes, he's originally Egyptian but was stripped of his citizenship, possibly over his involvement in the Muslim Brotherhood? He is a Qatari citizen now, so evidently there IS a way to become a Qatari citizen without being a world-class footballer.
I don't know anything about QU's College of Sharia, and their website is down at the moment. It's possible that they have some female professors -- but it's a sex-segregated campus, so even if they do, my hunch is that they don't teach male students. I could be wrong, though.
