I think we can still criticize governments for racial profiling, even while acknowledging the reasons they're tempted to engage in it. Qataris don't like being treated as terrorists when they visit the West just because some Arabs have engaged in terrorism. So it's hypocritical for them to turn around and treat all Indians like threats to society just because a few misbehaved.
