can they not just turn off the water fountains during the day to make it easier, or, like, put up a sign on the water fountains? a nice big red sign that says (please am to be respecting our wishes) would be enough... plus then you still have water on for emergencies.

also, what about if you were to FILL UP a water bottle, but not drink it? oh so curious.
